jeff and the giant reach - loose bolt? whats up?

there's a big note in chalk at the bottom of "jeff and the giant reach" (Murrin/Zoe).

It says the 4th bolt is missing, then missing is crossed out and replaced with "needs tightening". I climbed it, the nut wasn't loose, but the note was nervous-making.

Anybody know whats up? Is the bolt safe, or not?

I would guess the hanger was off and someone put a new one on and tightened it.
